He may move movable obstructions and loose impediments. But remember sand and loose soil is not a loose impediment
unless it is on the green itself.
 
He can move loose impediments, which twigs, leaves and worm casts are.
Stones are loose impediments as long as they're not embedded, sand can be moved if it's on the green but not on the fringe.

He can move any loose impediment or movable obstruction. He can remove the flagstick. He can have another player's ball marked and lifted if it is interfering with his play.

Worth remembering that loose sand and soil are not loose impediments except on the putting green so that's a yes/no depending on where it is.

If something on the Green can be moved - or repaired - it doesn't matter where the player/player's ball is.

Twigs, leaves and sticks that are on the Green (or elsewhere), for example can be moved - as they are loose impediments. and pitch marks can be repaired.

Worth remembering that sand and loose soil are only loose impediments when it/they are on the Green, so can't be moved if they are on the fringe - but can from on the Green. Rory blundered into a 2 shot Penalty for that a while ago!
