Does this rule cover playing 18 holes on a nine hole course?


After holing out, one member drops a ball and takes another put.

If this is on the front nine and the hole is to be played again during the stipulated round, does Rule 7.1 come into play '7-1. During match play competition, players may practice on the course before the round. In stroke play, players are not allowed to practice on the course the day of a round or between rounds; players cannot test green surfaces by putting, rolling a ball or scraping the green.'

If you are quoting rule 7.2 you must be looking at a very old rule book
Rule 7 covers identifying a ball etc

In stroke play you are allowed to practice on the green just played providing you do so without causing undue delay or unless it is not allowed in the Rules of the Competition.

You never see the pros do it because it is in their Rules of the Competition.

5.5b Restriction on Practice Strokes After Completing Hole
After completing play of a hole, but before making a stroke to begin another hole, a
player must not make a practice stroke.
Exception – Where Player Allowed to Practise Putting or Chipping: The player may
practise putting or chipping on or near:
• The putting green of the hole just completed and any practice green (see Rule
13.1e), and
• The teeing area of the next hole.
But such practice strokes must not be made from a bunker and must not
unreasonably delay play (see Rule 5.6a).

See Committee Procedures, Section 8; Model Local Rule I-2 (the Committee may adopt a Local Rule prohibiting players from practising putting or chipping on or near the putting green of the hole just completed).

And just to add 5.2b, which I think covers the key concern of the OP - playing the hole again on the same day.

Stroke Play
On the day of a stroke-play competition:
A player must not practise on the course before a round, except that the player may:
.........
Practise on or near the putting green of the hole just completed even if they will play that hole again on the same day (see Rule 5.5b).
