Rule 27 Lost Ball

At the weekend my partner shanked the ball into bad rough/ forest and knowing the rules on playing a provisional ie declaring a provisiomnal otherwise the ball is in play does he need to actually go to look for the ball?

Can he just go to the edge of the cr*p and say I declare the ball lost without any effort? What will happen if his partner stars looking within 5 mins and finds the ball after he declares it lost?

Is there a rule to substantiate this please?
