Repairing pitch mark whilst off the green.

Playing yesterday a FC played up to our third hole hit the green and ended up on the fringe, Being the nice person I am as I walked past his pitch mark I stopped and repaired it. "I can't do that" he said, "do what" I said.
I was told that if you make a pitch mark on the green and your ball ends up on the fringe your can't repair it until you have holed out.
Surly this is not right I can't find the relevant rule, over to you gurus.
Just to add a Little more to the story the FC explained that on this particular occasion the pitch mark was on his line and he wanted to repair is so he could use his putter but was told no he had to chip over it.
This just sounds wrong to me.
 
Your FC was mistaken. You can repair any pitchmark on the green, including your own, when your ball is off the green. [Rule 16-1c]
 
And just to complete the other side of it, you can only repair a pitch mark off the green when it won't improve things for your next stroke - including when your ball is just on the green. 13-2 covers the various situations and includes the exception for repairing damage on the putting green (16-1 then covering the line of putt).

Has this rule been changed recently? I'm sure I remember someone on tour (Garcia?) being penalised for repairing a pitchmark ON the green when his ball had spun back OFF the green.

Or am I getting confused?

Can you repair a pitchmark which is on the line of a FC's putt?

And you can repair any pitchmark that wasn't there when your ball came to rest i.e. if a FC's ball lands & makes a pitchmark on the fringe in front of your ball. You're entitled to the lie you had when your ball came to rest.
