The R&A recently posted this question on the "Weekly Quiz" on their App:

Which of the following is an outside influence?
A A dead bird.
B An alligator in a penalty area.
C Unattached branches.

Anyone wish to venture a view?

That is what the R&A answered but they have forgotten this Decision, which the Mapping Summary document tells us is unchanged.

D23/6.5
Status of Snake
Q. What is the status of a snake?
A. A live snake is an outside agency. A dead snake is both an outside agency
and a loose impediment. It is possible for an item or person to fall under
more than one Definition.

It simply doesn't matter if the animal is alive or dead, it is an outside influence. A dead animal qualifies as an outside influence through the third bullet point in the current definition, namely: "Any natural or artificial object ..."

So the correct answer is A, B and C.

Exactly. Why does the R&A (or anyone) think a dead bird is not an outside influence? In the R&A version of the solution, why can an unattached branch be an outside influence, but bot a dead bird? I reckon the correct answer should be D - all of the above.

I don't recall any previous R&A quiz question that has multiple correct answers, so I just assumed the whole way the question was framed was an error that slipped through.

An outside influence is defined, in part, as: "Any natural or artificial object or anything else (including another ball in motion), except for natural forces"

To summarise: An outside influence includes any natural ... object or anything else .... except for natural forces

The definition of 'animal' includes birds.

The defiinition of loose impediment makes it clear that dead animals are natural objects. (In case there was any doubt up to this point. )

Confusing. The definition of Animal is any living member of the animal kingdom (other than humans), including mammals, birds, reptiles, amphibians and invertebrates (such as worms, insects, spiders and crustaceans).,
