Quick question on lasers/GPS

Why are they allowed in competitions but not allowed on the European and Pga tours? Is it the same for smaller tours too?

Not so long ago they werent allowed in any comps, slowly been introduced and allowed in most amateur comps. Some of the smaller pro tours allow them too, including the Europro.

For me life would be far easier if they were allowed full stop, instead the caddie uses one for several days in practise constructing a yardage book to use in the tournament

You need to remember that the use of a distance measuring device is not in the first place allowed by the Rules (Rule 14-3). Each individual Committee (i.e. the body running a competition) may, however, make a local rule/condition of competition that allows the use of a measuring device. You are not quite correct to say that they are allowed in competitions: they are only allowed where a Committee has decided that they can be. European Tour and PGA committees have clearly decided not to allow their use. Many clubs allow their use in their competitions, but not all.

You have to look at it on a case by case basis. The R&A now allow their use in any amateur competitions it runs, but you won't see any in use during the Open.
 
I heard Colin Montgomery confidently telling a team of amateurs at the Wentworth ProAm that very soon the pros would be using them in comps - that was about 5 years ago!
 
The caddies use them (including ones with gradient) before the event in order to build their reference notebook.
