What exactly are the rules for qualifying Comps in Winter please?
Additionally can a player submit cards for handicap purposes if for e.g.

A.There are preferred lies through the green.
B. There are more than a certain number of temporary greens.
C. Any other reasons which apply to both of the above points.

Course played must be measured or within 100 yards of the measured course

Preffered lies doesn't stop a comp being qualifying

Cheers, so if it's just PL's on short mown areas as normal, a supplementary card is ok. If that's the case would you be able to run a qualifier under those same conditions ?
 
That's interesting that off mats is ok but PL'S isn't, do what the reasoning behind that is ?
PLs on a closely mown area through the green (ie fairway) are OK but anywhere else through the green is not ok.

“Through the green’’ is the whole area of the course except:

a. The teeing ground and putting green of the hole being played; and
b. All hazards on the course.

CONGU insist on these exact words:
“A ball lying on a closely mown area through the green (or specify a more restricted area, e.g., at the 6th hole) may be lifted, without penalty, and cleaned. Before lifting the ball, the player must mark its position. Having lifted the ball, he must place it on a spot within six inches of and not nearer the hole than where it originally lay, that is not in a hazard and not on a putting green."

In our Stableford comp Easter Monday ALL our bunkers were declared GUR and the competition status was still a qualifier. I questioned this quoting decision 33-8/27 and was told the County and CONGU see no reason why it should not be a qualifier. It seems that 50% of bunkers out of play is an old recommendation.

It was confirmed as ruling by England Golf last summer. Who did you speak to?

This is an answer I received a bit ago

CONGU Handicapping System 2012-2015 and Decision.1(e) states that competitions can be qualifying provided that the club has defined the relevant bunker areas as ground under repair. Rules of Golf Decision 25/13 clarifies that the status of bunkers defined in this way are automatically classified as “through the green” unless the committee specifically states otherwise.
No mention is made of specific number of bunkers.
 
CONGU left it to the individual national unions to set a limit if they wished. EG was the only one that did. How clubs in the other countries handled it I don't know.

Originally the EGU said 'a few' but later EG said 'over 50%'. Both seemed rather odd.

I was quoted Decision 1(e) when I questioned the Q status but as 1(e) relates to the "Status of a competition when bunkers are undergoing renovation". We had a couple that were under renovation, but the rest were just flooded... I was even more baffled.
