Powakaddy FX3 won’t fold

Hi all

Looking for some guidance, have searched but can’t see anything similar. Has anyone any knowledge or experience of FX3 folding mechanism?

The frame won’t fold down, I’ve removed the side hub caps and I think the issue is with the metal cable but no idea how to access it.

On one side it seems the cable is too tight and won’t allow the lever to pull up to release the frame.

I have a local service agent I can use but was looking to avoid cost and repair myself if possible.

At the bottom rear between the rear wheels there is 2 locking pins that attach to the release cable that locks the trolley when up or down sometimes dirt and gunk can stop them moving back and forth check that first,
