Poorly designed car parks

Since when can staff not park there? All the people I know that work there park there 🤔

I'd guess that when they built it they expected the 13000 spaces was enough, however things have grown since then and they do have a lack of space for expansion,. Though could go upwards outside House of Fraser, John Lewis and M&S to created more multi story
When it was first opened, staff were told they couldn’t park their car all day there, they were expected to use buses.
However in reality, that doesn’t happen

Perhaps that was the initial suggestion but I've known people that have worked their sinc the early 2000s and they're allowed to park there but are meant to park in bays toward back of car park behind a red line on floor so it leaves nearer bays open to customers
