"Policing" the return of NQ Scores

We are -

First - asking the players and trusting them to give me the card of any non q Comp played at an away course , especially significant scores , I have about 20 cards already

Also any non q at the club I keep the cards

We have also had a club Away day and I have all those cards still

Plus I have asked if anyone wants any cards home or away from social or society rounds checked they can also hand them in if they wish

To a degree we were already; over the years players performances in events from the Trilby Tour to Senior pairs and team events have been on the table at the AR, as has the formal swindle book (all rounds logged). The only difference now is that people have been told to return scores rather than having to go looking!
Will every possible score get returned? Clearly not. However the key difference is that the responsibility is there and we can go forward from there if we suspect anyone isn't playing ball.

No card from a medal or competition should mean 0.1 increase in any respectable club.

Yes. N/Rs must be submitted - as mentioned they count for a 0.1 (will they also contribute to the CSS of the day?) - and from the clubs perspective every score on a hole in a comp goes towards the stats for each hole for the day and overall.
 
not an issue in Scotland so much, we just don't have all these non qualifying comps. All the opens up here are strokeplay handicap counting comps.

Very good Duncan..... do you have a formal approach to suspects? To some extent, I guess, it would seem to be a matter of educating members to take more responsibility for their H/cap in an 'open' way

Not a case of ' suspects' in the implied sense! Ultimately it's all about having all of the membership as fairly handicapped to the principles within CONGU as possible.

I think many have felt that over the last decade it's become harder to do this under the detailed regulations associated with handicapping which have increasingly focused on an individuals performance in Q events to the exclusion of all else (others may comment!) but this new step is in completely the opposite direction to much of that documentation. As such it definitely requires careful integration in its implementation.

I would add that from personal observation and discussion, with those on here and elsewhere, it's also clear that club culture is a huge underlying issue in the wider application of handicapping. It's understandable to want strong representative sides, and 'winners'. We are somewhat the opposite and our handicap sec is more concerned about people being seen to have ridiculous handicaps (either way) for which he is ultimately responsible.

Annual reviews at our club are very extensive, with a huge amount of time and effort put into them. I consider that we are extremely fortunate to have such knowledgeable and committed individuals involved; strangely we tend to get more queries about increases than decreases though (possibly because those decreased already know why, or are aiming lower anyway).
