Plugged Ball

So my ball is plugged just on the top of the greenside bunker but not in. When i drop the ball close to where its plugged it rolls back into the bunker, is that now in play?

No. You must re-drop. See Rule 20-2c (i):

c. When to Re-Drop
A dropped ball must be re-dropped, without penalty, if it:
(i) rolls into and comes to rest in a hazard .........

If it happens again the ball must be placed as near as possible to the spot where it first struck a part of the course when re-dropped.

Is the grass at the top of the bunker cut to fairway height?
