Photo editing / manipulation software. Pref free!

Would aynyone be able to recommend a free picture editing / manipulation softeware that's available on-line?

I need to be able to specify paper size and edit / crop photo's to fit a specific paper size.

My Mother-In-Law has bought a 'handbagged' sized photo album, for pics of my kids. I need to fill it up with some pics, but as usual, it's not a standard size album!

I don't have enough parameters to play with, even with Vistas improved standard picture editing!

Any ideas please?

I use paint.net downloaded from download cnet.com

If I want free stuff, that's where I go, or direct from the developer's site. Nowhere else, wouldn't trust some/most of the multi-purpose sites around and never had a bad steer from cnet.

I have half a dozen applications from here, very few are as good as bought stuff, but most are acceptable.
