People who don`t turn up for comps grrrrrrr

Well was looking forward to our st georges day comp today and got there early to practice. We(2) turned up to the tee before time and it was a greensomes format.
We waited but in the end the Marshal phoned through to the clubhouse and was told that the other two didnt bother turning up. :angry:
So how the hell do we sign our own card, the shop decided it would be ok ? so we proceeded to play knowing it was strange and it felt like just two of us hitting balls and not the competition feeling you get.
Fast forward onto the 14th playing not bad to be honest(to our handicap) when we were me with one of the lads giving our money back and saying your out of the comp???
What would have happened if we were having a blinding round ? our score card already read 10 birdies and 3 holes in one ;)

So what should happen in these occasions ? should they have just shuffled all the pairs along and should they make the two that didnt turn up pay or ban them from future comps??
 
Will depend on club rules some clubs implement a ban 2 comps is not unusual, I don't think the pro shop should of allowed you to start without at least a marker. By suggesting you go out on your own was always risking controversy.
