Part of bunker filled with water

What's the rule on if you're bunker is in a bunker partly filled with water and your balls in the water? Do you move it to non filled part or out the bunker away from the pin? Take it no penalty?

Also what if it's in the bunker in the non water filled part? Play as normal?

Was in this situation last week- a lot of the bunker was filled but my ball was on a small part that wasn't in water- was an awful lie and crater had been made from running water but actual part was just damp rather than filled but just played it as it lay
 
Rule 25-1b (part)

In a Bunker: If the ball is in a bunker, the player must lift the ball and drop it either:

(a) Without penalty, within one club-length of and not nearer the hole than the nearest point of relief, the nearest point of relief must be in the bunker and the ball must be dropped in the bunker or, if complete relief is impossible, as near as possible to the spot where the ball lay, but not nearer the hole, on a part of the course in the bunker that affords maximum available relief from the condition; or

(b) Under penalty of one stroke, outside the bunker keeping the point where the ball lay directly between the hole and the spot on which the ball is dropped, with no limit to how far behind the bunker the ball may be dropped.
