Mole hills abnormal ground.

If a mole hill has been flattened leaving a patch of soil surrounded by grass is the area of soil considered to be abnormal ground and subject to relief?

Decision 25/23 says that you get relief from the remains of a molehill provided it is still identifiable as the cast of a burrowing animal. So yes.

But if there could be doubt about whether it is the remains of a molehill, I think you'd probably have to rule against and play as it lies.
