Our club committee are going to introduce a mid season review
of handicaps is this normal this is in conjunction with the new rules regarding away scores
 
This is a very good idea. The annual end of season review is really a minimum requirement.
A good competition committee should be on top of things, particularly with the non-qualifying away scores.

As a sort of aside, the problem already being encountered is getting members to return their scores.
IMO the optional suggestion that host clubs forward them to the player's club should be made compulsory.
 
Your handicap committee should be doing at least quarterly reviews to be compliant with the continuous handicap review requirement. This does not mean every player though just those highlighted in the continuous review report.

The recommendation is actually that the Continuous Handicap Review be carried out monthly. I've just completed one with the curious outcome that three different players have asked if they have to accept an increase. :confused: And I thought in my innocence that I was trying to help.

I find that about 20% feel offended if given or offered an increase.
 
That would be about the same percentage. Of course I'm not really such an innocent not to realise it's a matter of pride.

I'm curious about "offering". Since a reason given by CONGU for ensuring players are not handicapped is the upward pressure on CSS which affects everyone, I've not made it optional.

We have a spreadsheet on the computer in the clubhouse so that players can input their away scores in non qualifying events. It seems to be working although a few members still seem not to be returning scores. But I know that we have had no scores returned by any clubs running open competitions

I presume you are talking about BB comps as individual comps it should be automatic.

We do runs ours monthly. As to your players my answer would be yes you have to accept the change because changes like these are there to protect other players because your scores affect the CSS.

I understood that the Congu view is that having to low and too high a handicap are equal bedfellows.

There's no automatic process for any of these, even individual strokeplay, that I'm aware of?

Although the rules requirement for away singles places the onus on the player to report scores, the CDH system passes on qualifying results to the home club automatically.
The requirement for 4BBB and am/am is on the player, the host clubs are only asked to pass the information to the players club. It is not a mandate (yet).

EG recognises that many clubs have not informed their members of the new mandatory requirement and have not yet taken severe action for non compliance. Second time offenders may find a rather different approach in the future.
The problem is that when the CDH was proposed, clubs would not agree to individual member contact details to be held. They claimed they could better keep their members informed. The result being that most members have no idea of what is going on.

I have recently been dealing with a club who had themselves realised (after complaints from other clubs) they had a nest of serial open BB and am/am bandits. I asked the new handicap sec to get details from the players of all the opens they had played in this year. They admitted to between a dozen and twenty each (of which they had been in the money about 50% of the time).

On further investigation the club manager admitted he had never told members about the new regulation!!! :ooo:

Some inconsistency then:

23.16 Handicap Committees should review the handicaps of players to identify those players who are under-handicapped by running the Continuous Review Report on a monthly basis during the playing season.
