Maximum score worth submitting for handicap?

I'm playing this afternoon and hoping to submit my 1st card for handicap. Last time I played with someone who could sign my card, I had a really bad back 9 and my playing partner told me not to bother submitting the card - was about 130. My best is 101 so far and I'm hoping to break 100 for the first time. But what is the worst score I should consider submitting?
 
The idea of handing 3 cards in is to get you an initial handicap depending on your ability. You do realise about having nothing worse than a double bogey on your card for handicapping. When the handicap man looks at your cards he will round every hole down to a double bogey, to try and give you a handicap depending on your ability. Not much point waiting to put your cards in, get them sorted and get your handicap then let your handicap come down in competitions.
 
Thanks for the replies. I understand that bad scores are adjusted to double bogey, but it wasn't my idea not to submit my card. That's why I put the question out there. The other player is a 12 handicap and I just accepted his decision. I wasn't sure if I had to meet a particular standard of play to be considered for a handicap. I'll put the card in regardless then. Stick the cards in regardless. Even if you get 28 the only way is down. Get the official handicap, get into comps and perhaps save a few quid for a lesson or two to see if the pro can help you improve and get your PB below three figures
 
Just get them in, i got mine in last week. No where as good as i have been round my course and i know i can certainly play better but the way i look at it is at least I've got it in that's the hard part now all i need to do is play a few comps and i know it will sort its self out in due course.

Thanks, I've been having plenty of lessons and have 2 group lessons this week. Yesterday didn't go so well, but I managed 2 pars and a birdie. The bad holes and penalties resulted in a gross of 114 adjusted to 99. PB is 101 adjusted to 97. Still plenty to work on :)

I am sure you will get there. You look to be doing everything correctly with having lessons and seeing that you have your bag is set up well for a beginer.
