Matchplay agreement on "winter rules"

Winter rules allow "pick & place" on grass cut to fairway height". At our place, especially due to recent weather, mud is prevalent across the course - ie on fairway & in the rough. We have winter rules in place, but in our casual "swindles" we allow "pick & place" through the green (or whatever is the current equivalent phrase)? This is not strictly in accordance with the rules, but is no skin off anyones nose. But, in an official matchplay tie, could players agree to the same. Or would that be an agreement to waive the rules?
 
Why not have Lift, clean, "replace" rule as well, this allows the cleaning of a ball as long as it is replaced and played from the exact lie it was lifted from ( not a preferred lie.)

That could often mean, at some courses, you are usually placing it back in an area of wet mud. The whole point in allowing players to clean and place within 6 inches (if qualifier) is to make the game more enjoyable over winter, and give the player a fighting chance of having some sort of lie. Our course can get quite boggy, even in most areas without casual water, so you'd be constantly playing out of muddy bare patches.

I think it useful to put both preferred lies and lift clean and replace into use during the winter. The latter gives you the chance to clean mud off your ball when lying off the fairway.
 
I have never understood the obsession with qualifying rounds in the winter when the courses are at their worst with the impact of weather and maintenance. Guess this becomes mute next November.

Where I play we have qualifiers all year round, the course is generally in good enough condition to do so.

Personally I would not want a handicap that is solely based upon playing when courses are at their best.

This is something we discussed and it was rejected because it felt that there would be too many players who would, shall we say, not be able to replace in the same spot.

Completely agree. I used to play quite a bit of winter golf, but I realised it is not the same test.

Generally courses were short, rough was cut back, some winter greens in play (with big holes) and fairway mats were in play.

My clubs are away and I might not play again till February / March.
 
I'm very fortunate that my track is build on sand and so drains well. Got my first round match of Winter Singles K/O tomorrow morning. Lots of rain last few days, but dry overnight I think, and likely dry tomorrow - so we'll be fine. We have pick and place on fairways and occasionally some areas there might be a little bit of waterlogged fairway, and usually able to find dry stance and/or ball position close by.

But I didn't enter 4BBB Winter League. I just can't be bothered with the hassle of arranging matches - especially when deeper Winter weather sets in.
