Player a and b enter a winter doubles match play competition at local club. They play 3 matches over the winter and reach the final. A week before the final player b gets suspended from the club for disciplinary reason. Is player A able to compete on his own in the final

You didn't specify what format but rule 30-3 probably covers it.

30-3. Best-Ball and Four-Ball Match Play

a. Representation of Side

A side may be represented by one partner for all or any part of a match; all partners need not be present. An absent partner may join a match between holes, but not during play of a hole.
