We currently have a local rule in place of "rake and place" in bunker & in fairness its needed in some

My question is a god few of our bunkers have leaves in them , what if ur ball is on leaves ?

as far as i know a local rule cant over rule a rule of golf so if ur ball is in or on leaves u may play it as it lies .

Advice or proper rule appreciated please

One for 'The Committee' to address imo!

Not something that I would consider on a permanent basis, but..... If leaves in Bunkers (during Autumn) are such a problem that Green Staff cannot clear them (given their inability to rake them), then maybe a temporary 'non-conforming' LR would be a way to help!

Your 'Rake and Place' is already a non-conforming LR btw!
 
If you have a "rule" allowing you to rake and place in a bunker which isn't authorised and wouldn't be since it overrules 13-4, why worry about what you do about the leaves?

But to answer your question, you shouldn't have the rake and place rule, and if your ball is lying visible and identifiable on leaves you just get on with playing it without touching the leaves before your stroke, including on your backswing. Touching them in the process of making your stroke is ok.
 
Hi Ross yea im aware the rake and place is non conforming mate , we having a champagne scramble , we would very seldom have a rake n place , think its first time ive seen it in our own club ..
What is your thoughts on whats allowed re leaves if wording is just rake and place please

As it's non-conforming, wording is not really of any consequence! Except perhaps to explain the purpose and stress the temporary nature - as I'm certain there's potential for 'corruption' of the LR!
 
I'm thinking that if you are going to allow raking and placing in bunkers then you have to allow lifting and removing the leaves. The one follows on from the other.
 
As others have alluded - why worry over-much on the leaves? If you have lift/rake/place in operation, how can you not rake aside the leaves (or at least most of them) when you are doing the "raking" bit?

If you have a non-conforming LR in place, then it's a nonsense to have to follow a rule that, pretty much by default, gets breached by operation of that LR.

A scramble is not a form of golf recognised by the R&A so you set your own rules. We have 'recreate the lie' for multiple shots from bunkers in scramble comps.
