I have a hypothetical one

The course is playing lift/clean & place within a scorecard on fairways/closely mown areas and player A is just off the green so still on the fringe/fairway/closely mown area of an oddly shaped green

If it’s within a scorecard and if it’s no closer to the hole, can the placing of the ball be on the green or must it remain off the green

Lastly is there a decision to support the outcome

Preferred Lies/Winter Rules Appendix I, Part B/4c
A ball lying on a closely mown area through the green (or specify a more restricted area, e.g., at the 6th hole) may be lifted without penalty and cleaned. Before lifting the ball, the player must mark its position. Having lifted the ball, he must place it on a spot within (specify area, e.g., six inches, one club length, etc.) of and not nearer the hole than where it originally lay, that is not in a hazard and not on a putting green

the answer will lie in the wording of the Local Rule.

it should comply with

“A ball lying on a closely mown area through the green (or specify a more restricted area, e.g., at the 6th hole) may be lifted, without penalty, and cleaned. Before lifting the ball, the player must mark its position. Having lifted the ball, he must place it on a spot within (specify area, e.g., six inches, one club-length, etc.) of and not nearer the hole than where it originally lay, that is not in a hazard and not on a putting green."

but of course they don't all!

if it complies then there isn't the need for a decision, and if it doesn't there won't be a relevant decision :)
