Why does it show "last seen" when you click on some member names, but not on others?

Why does it show "last seen" when you click on some member names, but not on others?

I think users can turn off/personalize a range of things some of which are viewable by others, in their account settings/preferences etc

I was looking at an old thread and there were several former prolific contributors who have not been seen I'm ages...
