Large area of GUR on green

Need a little help here.

We have a large area of GUR on one of our greens (Long story, won't bore you with it) and I was asked if you had to go over this area of GUR to get to the hole by missing the green to one side do you get relief of the GUR to get a clear shot at the hole.

I can't find a specific rule for this, would this be covered under a local rule?

I await your vast knowledge on this so I can reply with confidence.

Specifically 25-1a

"If the player's ball lies on the putting green, interference also occurs if an abnormal ground condition on the putting green intervenes on his line of putt."



and 25-1b(iii)

"On the Putting Green: If the ball lies on the putting green, the player must lift the ball and place it, without penalty, at the nearest point of relief that is not in a hazard or, if complete relief is impossible, at the nearest position to where it lay that affords maximum available relief from the condition, but not nearer the hole and not in a hazard. The nearest point of relief or maximum available relief may be off the putting green".

If you are through the green and the GUR is between you and the hole then unfortunately not.
