Just clear up a GUR drop please.

Hit one into a greenside bunker today which is GUR along with a lot of grass around it.
My nearest point of relief was on the green as the other side was quite far away due to it being roped off.
My pp said I couldn't drop on the green, I said I could adding if it was a pond rather than the green, I'd still have to drop there and take the potential penalty.
Was I talking ballcocks or was he?
 
nearest point of relief cannot be in a hazard or on the putting green. Rule 25-1 b ( i )

you can take relief on the green it your ball was already on the green.
 
The rule relates to any abnormal ground condition, for an unplayable lie then you can drop under penalty from where your last shot was played, or any distance behind the point where the ball lay keeping a straight line between the hole, the point where the ball lay and the spot on which the ball is dropped, within two club-lengths of where the ball lay not nearer the hole.

So unless you were already on the putting green or your previous shot was from the green then I cannot see how you could drop on the putting green.
 
If it is felt that allowing play from GUR will make the situation worse or damage new or reinstated turf/seeded areas etc, the committee should make it 'play prohibited'.
But if a poor or damaged area of ground is awaiting repair I would consider allowing 'play as it lies' pro tem.

If 'play prohibited' puts the player at a significant positional disadvantage a dropping zone should be considered.
