turn on the pc and the LG monitor 'on button' flashes constantly and there is no picture- pc seems to be running in background ok (I think).

checked all cables connected ok and after a few pc reboots and disconnecting monitor power and reconnecting twice I see flashes of an image occasionally. Then sometimes after a few mins of this its back to normal.

Is this a monitor or gfx card issue or is there something obvious the IT experts on here have seen this before?

Is there a second graphics port on the pc? If you have a separate gfx card, the motherboard may also have onboard gfx which will work with the native windows driver. If not, boot in safe mode, which will disable the gfx card driver and again use the windows driver. Will at least eliminate a driver, rather than hardware issue.

I'm on it now and its playing GFX no bother at 80fps so maybe monitor?
 
Sounds like a driver issue. Download the latest driver for your card from manufacturers website. Then go to device manager, then display adapter, right click and choose uninstall. Then reboot, there should be a 'new hardware found' message. Then install the driver you downloaded and reboot again.
