Initialling card when handicap changes at start of Comp!

Played in an Open Comp in Scotland today.

My handicap had increased since I entered the competition initially.

I was advised that I had to initial the card next to the new figure.

Cannot believe this is correct as I cannot find the rule but 2 people were adamant.

Who is correct please?
 
There is no requirement to initial changes on a card. Lots of people will say you need to initial it if you change the score on a hole but you don't even need to initial that.

Not required but I usually find initialling any changes on the cards prevents arguments.
