My opponent/s are using a mobile phone golf app what is the latest ruling is it against the rules and can I claim the match
 
Depends on whether the course has a local rule allowing such devices and whether the app includes any features that are not covered by the local rule.
 
Depends what type of phone it is, if it's a phone with a compass the. It's cheating and you can claim the match, if not then their entitled too
 
Didn't they bring a new rule in this year banning all mobile phone apps or have I misunderstood
No new rule, just a clarification that a device which has other illegal components (ie phones with a compass) are illegal even if the device does not use that component.

BTW,I think you have a right to mention that your opponent is using an illegal device. No point in leaving it, as your opponent may not even know he is breaking any rules.
 
I use my iphone on the course not only as scorecard but also as my rangefinder, i had no idea that this wasnt really allowed and it doesn't help with anything other than my distance exactly the same as a rangefinder.

Is it still not allowed??

He will know, but would you want to lodge an appeal?

At what point did you become aware that he was using a Mobile phone App as DMD - and did it have other Apps available to it (such as Compass or Wind Speed Measurer)?
 
unless you know for certain its a phone thats not allowed on the course such as an iphone then its difficult to pull them up I guessm you'd hope that if asked they were honest

No afraid not in comps it's the fact the compass etc are there is the problem not wether you use them.
 
If you know he cheated, and didn't say any thing, then you are also disqualified. In not saying anything, you have agreed to break the rules, which is not allowed.
