It's silly rather than stupid as the premise is you use so one else's or another method of connection (3G for example), obviously not available to everyone.

Back in the day of working on Sky's telephony service we used to deal with Openreach a lot. Their IVR options were class. Press 1 if you have no dial tone. Ok now are you callin from the number affected?... Um, yes, I am calling you from the phone that I can't use because it's completely dead....
We all agreed that it was a little stroke of genius just to piss people off just that little bit more than they already were.
 
That's as good as when my laptop had a hard disk error and the IT support team said they had mailed me an update on its progress and a fix to my work e-mail that I could only access from that machine.
 
I assume its the windows 10 DHCP problem. With so many other devices having internet access its unlikely that you wouldnt be able to get on line and find the fix.
