"How Did I Do" Non Qualifier option.

I was wondering if a club competition organiser who uses HDID could help me. Over the winter there has been a problem with club 9 hole competition course handicaps being manually calculated incorrectly leading to what I believe are incorrect results. I suggested that we should use the "Non Qualifier" option in HDID. My figures haven't been disputed, the only response has been "We've always done it that way". To help compose a reply I'd like to know the facts about this option. I know from a search that scores aren't posted to England Golf so no handicap adjustments take place but from an administrator's point of view are there problems? I assumed it it would be simply flagging the comp as a "Non Qualifier" and it would apply to all players who register for the comp. Is there more to it than this?
 
I know nothing about HDID specificly

However if you make a comp a non qualifier there would be no scores handicap purposes and I am not sure that is your intention.

9 holes scores should have handicap adjustments done automaticly if they are being played on a course which is rated for 9 holes.

Why, if you are using HDID, are Course Handicaps being manually calculated? The HDID system will call up the player's Handicap Index - which it downloads from WHS - and calculates the Course Handicap.

Please clarify... how these comps are organised, under what conditions, and by who, and exactly what has "always (been) done that way"?
 
Sorry I didn’t make it clear. These are official club comps during the winter/early spring when the course is not qualifying. I thought using the “Non Qualifier” option in HDID should ensure that the 9 hole handicaps were calculated correctly. Handicaps for these comps have historically been calculated manually but several errors have resulted.
 
So they are having 9 hole comps through the winter and instead of using HDID to help administer the comp ( and set it as Non Q ) , it’s been done manually and they have been getting peoples 9 hole HC wrong ?

Yes, exactly.
I was just wanting to know how hard it can be to set up a comp in HDID as "non qualifier" before going back to get a commitment to use this method in future.
