Honour on the tee 4BBB matchplay - not a drawn Comp

Simple question. Who has the honour please? I thought the honour was determined by drawing lots bug was TOLD by county Rules Referee that it is the group with the lowest handicap has the honour.

Additionally if it is drawn by lots and my group win so We have the honour to go first or second?

Conversely if the group with the lowest handicap has the honour( incorrectly I thought) can they ask the other group to go first which seems unfair?

Is there a rule somewhere that I may quote?
 
Who is ever is ready

or toss a coin or guess the number on the ball or whatever the rules stipulate in the comp rules or lowest handicap
 
If it's a match vs another club, the visitors are invited to tee off first.

If it's a comp within the club, whichever pair is top in the draw.

If it's a friendly, get on with it!! ;)

When there is a coin toss or drawing a number from a hat, the "winner" has the honour and must play first. When I'm involved as a referee, I make that clear to the players involved beforehand.

When you have the "honour", you play first - see Rule 10.

So Draw by lot is the correct way (10.2a).

Note that, as per Definitions, 'Competitor' in this instance means both players of a pair.

And there can be no 'specific Rule for the competition' as that would break a Rule of Golf, which is not allowed!

And hence I guess why in a drawn competition - with the top of a match always being the first drawn then the top of the draw has the honour. Means that if you are first out of the hat in a knockout comp you will always have the honour on the 1st tee, and if you are last out you will never have the honour on the 1st
