Hole full of sand

Two of our girls were out this evening playing a knockout match, they came in and said that the hole on the 12th green was completely full of sand, they did clear it.

What would have happened if one of them had chipped and the ball had come to rest on top of this sand?

I have tried to find out in the rules but I cant find anything that covers it.

Mark and lift your ball, clear out the loose impediments, replace your ball and bingo.......
