Hit workers truck on course

Playing the first round of the club championship qualifier today, we were playing a par 3 which runs right along the side of a railway. Due to a burst water pipe of something the railway employees were on the course with their vans and big trucks. One such truck was parked pretty much right at the side of the green, there's only maybe 15/20ft between the edge of the green and out of bounds, my playing partner managed to hit the truck and his ball ricocheted out of bounds. He played 3 from the tee.
Is this the correct ruling?
