Hit ball by accident

This happened in our society game and there was couple of thoughts what the ruling was..

Playing partner had just chipped his ball onto the green and walked straight up to mark his ball,as he was just bending down to mark he had a bit of weight on his PW and as the greens where wet the club slipped on the green and hit his ball before he marked it...

Does he count that as a shot and play the ball from where its ended up or does he replace as close to original spot and is there a penalty shot or 2???

You need to replace the ball and add a one stroke penalty. If the ball or ball-marker is moved in the act of marking the ball, then there is no penalty, but it doesn't sound to me as if that's the case here. Decision 20-1/15 explains that it's the specific act of placing or lifting the ball or ball-marker that causes the ball to move that allows an exemption from the penalty.
 
Yeah i thought he had to replace but wasnt 100% sure and also didnt know what the penalty was
