You can get an "unofficial" handicap that will provide a certificate that will enable you to play courses as a representation of your playing skill, but it won't be "official". To get an official recognised CONGU handicap you have to be a member of a club.

simple answer mate .. NO

over her a lot of clubs are doing deals of €150 - €200 to join & get an official handicap , you then pay €10 anytime you want to play .. you cant play in captains or presidents & you cant vote in AGM but its gets you your GUI card & you can play in any of the opens going on..
