Handicap slashed in non-qualifier

A xmas non-qualifier Stableford competition and the winner comes in with 47 pts (an exception round, nothing spectacular, he just drove it straight and hit the greens). After much ribbing, and some of the usual moaning, we hear he is to be cut by six shots !!!

All I'd like to know is by what rules are decisions like this being made? The cut is exactly six shots so is likely just savagely handed out, rather than any specific calculation. Player was off 23 before comp.

Simply wondering what handicapping ruling can be used for such a cut these days.
 
Good score certainly and should be taken into account should it be followed up in qualifying comps but to cut 6 shots is ridiculous, not to mention against the rules/advice etc in the manual. That said, assuming he has two arms and two legs he shouldn't be off more than 18 to start with :D
 
The player should make a formal complaint. In order to remind the committee of its obligations under the UHS, he should also contact his County secretary.

It is a fundamental tenet of the UHS that handicap adjustments can only be applied in Qualifying
Competitions when handicaps are adjusted, upwards and downwards as appropriate, in relation to
the CSS.
To reduce the handicaps of those players scoring below the SSS in Non-Qualifying Competitions is considered to be an unacceptable abuse of the system.

23/6 Arbitrary General Play Adjustments


Q. My club routinely reduces the handicap of players who play more than five shots under their handicap
by at least one shot more than the reduction applied by the UHS. They call this a General Play cut. Is
this acceptable?


A. Absolutely not, if the score is just one isolated score. Except in the case of a newly handicapped
Member’s initial Qualifying Score(s), an extra handicap reduction on the basis of just one exceptional score cannot be justified in any circumstances. A General Play Adjustment is exactly that - a reduction/increase based on the general play of the player.However, if there is a pattern over time that indicates the player is playing better than expected for his Handicap Category then a Committee would be justified in applying a General Play Adjustment.


The Affiliated Club must:
6.2 Ensure that the spirit and intent of the UHS is properly applied in the club. Failure by a club to comply
with this requirement may lead to a Union withdrawing the club’s right to act as a Handicapping
Authority or imposing such conditions as the Union considers appropriate.
6.4 Ensure that all handicaps are calculated in accordance with the UHS and issue, when requested,
Handicap Certificates, which are required to specify a CONGU® Handicap thereon.
 
If I was off 23 and got cut to 17 I would be chuffed to bits even if it was a NQ! :)

Maybe but if he was drawn with you in a fourball or foursome, would you be as chuffed?

Apart from anything else, 6 strokes would seem to be too many even if a qualifier.
 
Even if it was a Qualifier, he wouldn't be cut 6 shots. That's probably just someone's guess, as might the entire 'slash him' story.

I'm not sure whether the player should be rapt or angry if that happens! We had a guy who scored 48 points off 24 and wasn't treated differently to anyone else until he did something similar - after half a dozen 0.1s! Genuine 300+ Driver, occasionally in the right direction!
 
Not a winter h/cap, not a myth (!) or a guess either, not a new member (has been here all year, shooting under handicap once in mid-oct).

He is happy to get a cut but 6 shots in what was listed and played as a NQ is not correct to me.
