i may be wrong here but i was under the impression that If it was pick and place on closely mown areas a comp could still be qualifying. however, if its pick and place through the green it could not!

any help please

FWIW both scenarios can still be qualifiying as far as I know. We play qualifiers throughout winter and they are all preferred lie/winter rule comps until around the time the clocks change.

I believe you are correct!

LR (drop as near as possible) is fine for Ball Plugged in Rough' though!

I wasn't flavour of the month last year.
A weekend Stableford was run with P&P through the green...
Someone shot a course record and got cut to Scratch....
Until I pointed out that you can't run a qualifier with P&P through the green....

Cue deleted scores, much wailing and knashing of teeth....😂😂
 
so. if know for a fact that a handicap secretary has changed handicaps based on p&p through the green despite being told it shouldn't happen. do i complain to congu? the club wont listen!!

Lift, Clean & Place is not OK Through the Green. However, Lift, Clean & REplace is (provided the Local Rule has actually been invoked).

Not for a qualifying round. Bear in mind there are two different rules: preferred lies (lift, clean and place) which can only be on closely mown areas [Appendix I Part A 3b] and lift clean and replace which is permitted through the green [Appendix 1 Part A 3c]

This (confusion as illustrated by SammmeBee) is why it's rarely used - because everyone has become so used to '-normal preferred lies rules'.

Which is a shame as it's a good rule and only solution to bad mud conditions if you wish to retain Q comps and a modicum of fairness...
