Handicap changes in winter conditions

Hi are there any hard and fast rules about lowering and highering handicaps when comps are played on winter greens and placing allover course other than in hazards?or is it left to the discretion of the comp secretary?...i am a 20 handicap and have enjoyed some good stableford points results,now im threatened with being hung out to dry,dropped 2 shots etc,the fact that ive spent quiet a bit of money with my local pro over a three year period,on lessons,practiced a lot etc,call me old fashioned but dont we all strive to lower our handicap and get better?I remember a certain junior with the name of Westwood(yes that one) getting soundly beaten on our local course,I wonder what would have happened to him if he'd have got slaged off and not encouraged.....is wingeing exclusive to the single handicap players?
 
Normally, handicaps aren't touched when there are more than 2 (I think) temporary greens or the course ia more than 100yds (I think) shorter than normal due to temporary tees.

Many places don't have qualifying comps at all over the winter.

Not sure if handicap adjustments due to general play in winter conditions are normal or not though, but if you want to be lower then be happy. :)

So you play to lower your handicap, practice hard, play well, your handicap falls and you're angry?

mighty thanks for your reply,but im not disappointed its that they are blaming me for my handicap being high,as though its my fault ...........................
 
Certain players at our club are what we call "winter specialists" because they always seem to be able to get it round on a short course, slow bumpy greens etc. Once the course goes back to the proper length they seem to really struggle. Any changes to handicap are done via a comp rule such as "previous winners deduct 2 points, runners up 1 point". This obviously helps share out the prizes a bit over winter (when it's just a bit of fun and better than shopping with the Mrs) and the handicaps are just left alone.
