Handicap Certificates?

Maybe one for the Match Secretaries out there....

When a member leaves a club is it the responsibility of the club he has left to forward his certificate/handicap to the man himself or to forward it to the new club he joins?

How exactly does/should it work?
 
Not qualified in any respect but when I changed clubs I took it on myself to get a certificate I could then hand to the new club as proof.

How would a Secretary necessarily know where a player was moving to..?
 
I left my last club this year and asked for a handicap certificate.

I was told once I found a new club my handicap would be forwarded to my new club upon request.

I have not yet found a new club so when I do I will ask them to contact my old club.
 
I see it as the players responsibility to take their handicap certificate with them.

I take it that you're talking about a straight change of club with no dead time between membership ? If so, then the player should take his cert with him.
 
When I moved the club secretaries took care of it. It ensured that it was the latest handicap at the time of the move and, back then, was sent with a character reference

When new members join from another club it certainly makes things easier if they bring a certificate with them. It contains all the info needed to input your details and link with the Central Database.
 
Not a straight change as he has not got another club.

Changing the subject slightly,if the fella (who plays in loads of opens) keeps playing how does he keep a correct record of his scores?
 
There's a problem then if he's not going to another club straight away. In effect his handicap will lapse when he gives up membership of his current club. He therefore won't have a current handicap so can't really play in opens. As a non-member he can't have an official CONGU handicap and a playing record showing how he has played, recording all his results.
