Following on from the other handicap thread, I think you can break a players handicap down to the four main areas and see where you are going wrong, getting a lower handicap doesn't always mean better player, its how you manage you game.
For example, myself off 7 and regular playing partner off 14, he's as good a driver but a bit shorter, he's a better ball striker with irons, a lot better than me with wedges and around the same with a putter, both fairly good. As much as he tries he cannot get cut and it comes down to his management, stuck in his ways a bit and plays a pro v1 which gives him lots of unwanted spin but says it shows his bad shots up so he can use it to improve, tries to play golf like they do on TV so can be very good with wedges normally but in a game can take 3 or 4 to get down a few times from 20 yards, will not use a putter unless on the green, regularly plays a wedge from the fringe on say a 30ft shot and regularly leaves it 15-20ft short. We are long time friends from school so in a position to discuss each others game and he refuses to change even though its holding him back.
How would you break your handicap down, here's how I think mine looks, on my course of 6200 yards I put my iron play down to lack of use, a good drive on a par 4 leaves me a wedge in, on a recent good round to my handicap, I counted the 5 to PW shots and they totalled 11 shots out of the 76!

Driver - 6 hc
Irons - 14 hc
Wedges - 18 hc
Putter - 6 hc
 
Couldn’t imagine my numbers in your list as I came unstuck with fairway wood and hybrids of which I use one or t’other on nearly every hole

I know its off topic to your question but I guesstimated mine on breaking it down using the course rather than the clubs, i.e

Off the Tee - 26 hc
Fairways -26 hc
Hazard Play - 16 hc
Fringes - 18 hc
On the green – 14 hc

I play off 23



I guess you could add other areas such as course management, dispersion, distance etc

Sorry, don't want to detract from your original question but thought it was another way to look at it
 
Pretty easy for me as I have similar issue for most clubs accuracy, which then gets me trouble and combined leads to my handicap, so all my assets of my game on average are about 12 - 18, but usually at least one doesn't go well and is much higher on Saturday it was my driving which was low/mid 20's
 
My hcp is 17...

Driving: 20. Should be longer and I have a tendency to slice if I don't concentrate.
Fairways: 14. As a short driving female, I use woods a lot for second shot. I rate my hybrid shots about the same.

This is where it gets erratic...

Approach irons: anywhere from 10 - 25. Good ones are lovely but I tend to miss the green more than I should.

Wedges: same as irons. 10-25. Lack of consistancy.

All the above can vary within one round.

Putting: I have a Handicap of the Day. It's either all good or all rubbish.
Yesterday my putting hcp was about 6.
