I play with my local club using the congu handicap
i play every single week and never miss my golf, my current handicap is 13.2

over the course of the year as well as weekly comps we are awarded merit points, 10 for the winner 9 for the runner up and so on. at the end of the year we have the order of merit winner, in 7 years I have won it 5 times.

when i play because of these merit points, i never give up on the golf course, if i cannot win i will grind it out to get as many merit points as possible.
playing using this method plus never missing my golf means my knocks are steady and consistent.
because of this i believe my handicap is true.

i never rip the course up, but i never come in with net 90's either.

i know a few golfers if they start of badly will end up comming in with a bad score and end up getting point one's or point two's and so on depending on their handicaps.

anyway our handicap committee want to rule 19 me cut me
is this fair and just

I thought you can only go up point 1.
 
I'd say it's fair because it's the rule!

Don't you want to be cut?
 
in answer to your question yes of course i want to be cut and get down as low as possible,

but under the guide lines set out by the handicap system
i have not missed a qualifing comp in 5 years, to me that reflexes my handicap is true
 
According to the CONGU Unified Handicapping system section 2 (handicap changes after a competition) you can only go up 0.1 for being above the buffer zone.

But you can come down 0.(what ever your category) per shot.

Not necessarily, some players (I'm not saying you) have a canny knack of finishing there or there abouts without their handicap being affected.

If the handicap committee feel you are a better player than your handicap suggests then its fair they look at you - they should also be looking to address the players who consistently NR as they're handicap IS false.
 
We've had this before. If your h'cap is true and your club want to cut you because you are statistically more consistent than most 13-er's, I'd personally resist to the utmost.
If you have played enough qualifiers and don't want to get cut.....fight it!
I.M.O. this is the worst move I'd seen in years.....cutting a player who is consistent (but not clearly "better" than h'cap) should only be allowed in exceptional circumstances.
 
The new CONGU system has been redesigned so as to minimise the use of general play adjustments. Only in exceptional circumstances should Clause 19 (now 23) be used. If your scores are being returned in 'Qualifying Competitions' then they your handicap should adjusted in accordance with CONGU guidelines using a CSS for that event, preferably using authorised computer software. If this is happening and the H/C Committee want to reduce your handicap without exceptional cause then they are totally wrong and could land the club (not them as individuals, but the actual club) in hot water with your regional golf authority. Using their own discretion to alter handicaps goes totally against the grain in regard to CONGU handicapping. Tell them to read the handbook, a number of which will have been sent to the club at no cost.
 
IMHO the issue revolves around your general play cards.

If you play well below 13 in GP but play to 13 in comps then you should be cut.

If you are consistetly on or around 13 at all times (30-37) then fight like hell!!

You're losing me. GP cards don't get scruntinised. I agree with cutting players who are on the cusp of banditry, but from what I have read of the new rule, players can be adjusted for being "more consistent" than the norm. A player that has not played to thier h'cap AT ALL in qualifiying comps but is always within 2-4 shots should not be cut......and I think most committees are good at spotting this. That's why I'm surprised certain players have come on here saying they've been targetted by the software......it's all a bit odd. I haven't played over 85 since getting my h'cap....according to the guidelines I could actually be cut a stroke or two for not handing in disaster cards....I've paid a load of entry fees for comps (at £3 a go, I might add), not had even 1p in a prize, am subsidising bandits and might (might??) be targetted by this scheme.
