FC played the ball from GUR today, it was a spoilt part of the fairway that was underwater a few weeks back.

Perfectly dry and playable today so he played it as it lied.

I wasn't sure but I would have thought a drop from GUR was mandatory not optional.
 
Optional unless the committee make a local rule saying otherwise

It depends on the designation made by the committee.

Default is optional ; if designated GUR play prohibited then it's mandatory.

On a slightly different matter , on the 13th at our place there is a strip of land, it isn't marked out but the ground is slightly threadbare - maybe it's being re-seeded I don't know. In this area it has a sign saying lift and drop. No one in our group knew what it was or how to play it.

I'm still new to the course so something else I need to ask.

No doubt the committee intend it to be 'GUR Play Prohibited' but haven't got it right. I suggest you have words with them.
Otherwise simply lift and drop 6" from the hole in the next comp you play in.

I just googled "lift and drop" and came across a local rule at a random course. They say that their areas marked "lift and drop" cannot be played from. Areas marked "GUR" is optional - play it as it lies or take a free drop.

To be honest I didn't really know that areas called "lift and drop" existed, seems there is a distinction between these and GUR?!:o

In the rules of golf there is only GUR which exists as a subcategory of abnormal ground conditions
