GUR bunkers - how many?

Last qualifier of the year tomorrow and, certainly yesterday and probably today and tomorrow too, there's a sign up in the shop stating that all bunkers are GUR.
Now we only have 6 on the whole course for various boring reasons that I wont go into because - well, they're boring!
I'm not convinced we can hold qualifiers on the course as it is with 100% of bunkers classed GUR.
Is there a specific number or %age of GUR bunkers allowable?
I know that certain bunkers can be designated but blanket coverage isn't allowed.
Qualifier or not?
 
There is nothing in the CONGU manual but I have it directly from England Golf.

Not that i would ever for a second question your knowledge on the rules as i have greatfully received the benefit of it on numerous occasions but surely if it is a rule it has to be written down somewhere for difinitive reference

Most of the land is leased from the owners of a swanky hotel nearby - they don't want their well-to-do patrons gazing out over the countryside only to see holes with sand in them.........quite happy for them to walk past theirrancid, stagnant lake that reeks all Summer though.....

Perhaps it should but the new manual will not be published until 2016 and for the moment each national union is responsible for setting and publishing (or not, if so inclined) the figure.
 
That's a rule of golf not a CONGU rule on qualifiers/non-qualifiers.

The Committee may not make a Local Rule providing generally that flooded bunkers are ground under repair through the green, as such a Local Rule waives a penalty imposed by the Rules of Golf, contrary to Rule 33-8b.

As far as I'm aware, CONGU doesn't yet have the authority to waive the Rules of Golf.

The OP did not say that his 6 bunkers were flooded. It is quite conceivable that the 6 bunkers could have been declared GUR as they were to undergo renovation. It would then be up to the County Union to decide if the course could be used for qualifiers.

However, imurg's club could declare them individually as GUR to satisfy the RoG but not CONGU's requirement.

I agree.
I perhaps wrongly presumed that the reason they were GUR was the normal reason at this time of year.
Having read the OP again, it would seem the bunkers were GUR because they were boring. ;)
I had this very problem at an old club of mine where the committee wanted to make all bunkers GUR due to some rain. :mad:
