The card I submitted were 103, 99 and 93 (don't ask!), and I've been given a handicap of 21 (course is par 70).

Does this seem right?

Yes, it will be 93 that was used with a rounded down hole or 2
 
I found this out to my surprise when I re-joined my old club after a 13 year hiatus from club golf. I've played sporadically in the last decade but nowhere near to the level I used to be at. Anyway I put three cards in, 78, 86 and 84 and was given a handicap of 6 (par 71) as they took my lowest card and rounded anything more than a double bogey down to a double. It was a bit of a fluke round as I had 4 birdies and although with some hard work I might get close to 7 or 8 in the coming year I was amazed to see myself off 6 right off the bat. Our clubs handicap policy has changed from when I was a member before and I wasn't prepared for it. I've already got 0.1 back on 4 occasions before the end of 2014 so there's a long way for me to go to be as good as my handicap. Don't pair up with me in team events this year! :D
 
I submitted similar before being allocated my first handicap and was allocated 20.

The way to look at it is your handicap should be representative of you on a good / very good day. Play plenty of golf, enter plenty of comps and your handicap will take care of itself.
 
On another handicap topic. At the start of the year when I joined my club I was given 25. At the end of year review I lost 1 shot to 24 but I never hit my handicap in a round. Don't need to tell me I'm rubbish I already know :)

Seems a little harsh, unless you've been taking the money regularly in the weekly roll-up. Have you done well in any matchplay competitions? You can always ask for an explanation of your handicap cut.

You may not have "hit your handicap" but if you are consistently making buffer you are likely to be in the frame for a reduction on Annual Review.

That's not a valid reason for handicap reduction.
 
Out of about 15 comps I think I hit the buffer 4 times everything else was over about 5 over my handicap. Match play didn't do much either :)
this is going to be my year tho. New fitted irons and some lessons will get me to 18 I hope ;)

I would just point out that this is entirely inconsistent with your statement in post #8

Were it to have been the case you would have been allocated 25.0 and increased to 26.1 by the time of the AR (11 x 0.1 and 4 x no change)
 
So it was a rough guess I just checked it was 9 comps 2 buffer scores and 1 n/r and everything else well over. Handicap went up to 25.4, now it's 24.2.

still doesn't add up (even with one not counting!) as it should have gone up to 25.6.

how it got to 24.2 from there also sounds a little strange - frequently reductions to round off to an exact are applied (ie 1+ to get to x.0) but 1.2 to get from 25.4 to 24.2????

either way I would be asking for a detailed explanation of what was done and why because it makes no sense against any standard review parameters.

I always assumed you should always be near your handicap.

How many rounds, say out of 10, do people play to their handicap?
 
I was always under the impression, perhaps wrongly that the handicap was worked out as follows.
add the three cards to the par of the course.
Divide this by 4, then take the par away. The figure left is your handicap.
In your case, 103 +99+93+70=365÷4=91.25-70= 21.25

And who gave you that duff information?
