Golf Union fee / England Golf

Could anyone here shed some light on something that has left me confused on a club membership form.

I'm in the process of trying to switch clubs (closer to home) and the application form asks for a 'Durham Union Fee'. This apparently give me the right to have a handicap and affiliates me to England Golf.

At my current club, I've not had to pay any kind of Union fee, but do hold a handicap.

Has anyone else here had to pay a Union Fee and if I were to not pay the fee, would I not have a handicap and be unable to play in competitions?

As DCB says, you have been paying one but some clubs make it an explicit addition whilst others just settle it from the amount they collect from you.
 
Is this a standard deduction. Out of my subs will my BB&O fees automatically come out and are we charged anyway?

All playing members of affiliated clubs have to pay. The amount to be paid is made up of the fee to the National Union (England Golf for England) and the fee to the County Union - the combined fee is collected from the club by the County Union.
