golf etiquette !

A guy at a club near us , who is a Director of the Club involved (council member) was playing in a 4BBB. One of the pairs in the group in front did not turn up.

The starter asked if they would move up to take the slot and they said 'No' as he had not practiced enough and needed a little longer!

What made things worse was tang they won the comp and took £100 each!

Not an ideal situation for a starter and without stating the obvious about the guy involved what would you have done?
 
Was it a set tee time or just on a roll up basis. If he had a fixed time I would have thought he was entitled to practice until he was due on the tee. If not and the starter was trying to keep everything moving I can see how that might be a bit off if others had to wait around
