Getting a handicap from 3 x 9 hole cards??.

So I've been looking at getting a handicap I'm a member of a local 9 hole course not a academy course just a small 9 hole course I popped in the pro shop today to see if he knew a member that played on his own to mark my card presuming I'd need to submit 56 holes worth of scores to obtain a official handicap anyway the guy told me all I have to do is hand in 3 cards each of 9 holes signed by anyone other than myself I even asked if my father who doesn't have a handicap and isn't a member could sign them and he said that's fine and ill get my handicap once all 3 are submitted surely that's wrong??
 
I play at a 9 hole course and got my first handicap off 3*9 hole scorecards - they just double the score.

Not sure about the marker in your case though as I was marked by another member.
 
From the CONGU Unified Handicapping System Manual 2012 - 2015

6.1 A handicap can be allotted only to a Member of an Affiliated Club and after full consideration of his previous
playing history, including any handicap held previously at any other club or under another handicap system.

6.2 To obtain a handicap a player must submit such number of cards over 9 or 18 holes in such manner
as his Home Club requires,with an expectation that the norm will be three 18-hole cards. However,
any permutation of 9 and 18-hole cards may be submitted but must total a minimum of 54 holes at
his Home Club (preferably over a Measured Course). Each card must be marked and signed by a
responsible person acceptable to the Handicap Committee. The requisite cards should normally be
submitted within a period of six months.
 
When I joined my club a good few years back my HC had just lapsed and I played in 9 hole medal comps (due to then work commitments) to get it reactivated. Had to hand in 6 x 9 hole cards as you can't just double the score as it's not a true reflection of performance as you could screw up the "back nine" (or so says our Handicap Seccy).

Not sure about the marker in your case though as I was marked by another member.

Name and shame both clubs - totally out of order.

BTW, 6 x 9 holes is 54.
 
I am also member of a 9 hole course. Joined at same time as my friend-both no handicap when joining. I always play on my own, with him or my wife. Just about to hand in 6 x 9 hole cards all signed by either of them which hopefully will get me my full 18 hole/standard handicap.
 
One thing that it might be, is a "club" handicap? I think my club offer this for our 9 hole course (not sure whether you would need 3 or 6 rounds for it), but basically they give you a handicap of these, that just applies in house (ie, isn't a CONGU handicap). Might be the same here...
