Can someone have their handicap cut for their performance in matchplays?

You know the story, some guys don't play well in medals but perform much better in matchplays

I think singles match play results can be used to build a better picture of a players true playing ability. We are encouraged to gather as much intelligence on a player in general play , swindles , external comps, conpany golf days, etc

Some formats are excluded like football better ball and scrambles

Adjustments can be made immediately if deemed necessary but most likely will be used as supporting evidence at annual reviews instead.

A General Play Adjustment is exactly that - a reduction / increase based on the general play of the player. However, if there is
a pattern over time that indicates the player is playing better than expected for his Handicap Category then a Handicap Committee would be justified in applying a General Play Adjustment.
