General question

What handicap do u give a team of 4 that all play of exactly +1 in a Texas scramble, if the handicap is 10% combined?

I know the answer but it had a few guzumped

The issue here is that people assume that the intention os to reduce handicap allowance. It isn't. The intention is to re-baseline handicaps around scratch, so although for most of us this is a reduction, it is an increase for + players.
