Watching the Qatar masters on sky i notice that the flags sticks have a much smaller diameter on the last12/15inch than the rest of the stick why is this?

May be because the stick is mechanically stronger if it is thicker a short way up - at the point where the most flex occurs. Useful for those courses prone to strong wind. But whether that's why Qatar use them like that is anyones guess.

May be because ball drops more easily for the shots played from off green?
 
Rapper, I have noticed this on some of the more ... famous/expensive courses and I think the reason is.

The bottom of the flag stick is the standard size it is the upper 3/4 that is definitely thicker and I am sure it to make the stick more visable form a distance for bothe the golfer and the viewer either at home or on TV to identify where the stick is.
 
Ones of that type (might be called 'javelin' in greenkeeping terms) bend less and are easier to see from the fairway - they are though much more expensive hence why some golf courses don't pick them....
