First Handicap

They will give you a handicap based on you three handicap cards you submit
 
you cant just be assigned a handicap you have to submit three signed cards, clubs rules can vary slightly on who can mark and sign the cards.

This is what I had assumed to be the case, however they have allocated me a H/C of 16 which has just been increased by 0.1 with each card I have put in (5 in total now). I feel like 16 is about right for me but my scorecards are clearly showing this is not the case. I was just curious to know whether handicap committees could assign a handicap without any sort of playing evidence.

What were the scores you put in ? In your five cards
 
That doesn't seem particularly relevant. The OP stated that he was allocated a handicap without submitting any cards. That is a clear breach of CONGU rules and his club owes him an explanation.

The point I was getting at is that from day one I had 16(with the c next to it which I believe means it was an 'active' handicap). FYI the first 3 cards were +27, +27 and + 20 and the other two were stableford where I scored 31 points on both occasions.
I'm not angry or looking to have a go at anyone really I just wanted clarification on whether this was normal practice.

So to get things clear

You joined the club , had no official HC , the gave you one before putting any cards in ?
 
Yep that's it exactly. Never previously had an official handicap and got given 16 without putting any cards in.
I was interviewed before joining at which point I told them I had been playing in societies and with friends off 16 and managing fine with it. However playing off the yellows with a group of friends and playing off the whites at my new club are two very different things.

Which club is this because as been stated they have broken Congu rules - you can't give someone a handicap without putting in cards.
 
Perhaps if they have broken the rules I should not mention their name on a public forum and just speak to someone at the club. As stated previously I'm not looking to stir trouble just wanted clarification on what the rules were.

That is very sensible.
 
Thanks for the advice I will speak to them. I just don't want to say something and then go and shoot a 16 over(which is possible, my best round is 10 over) in the next competition and then look like I have effectively cheated. Herein lies my predicament.
 
I should hope it's just an admin error taken from notes when you were interviewed rather than said club just allocating handicaps willy nilly. Also think you have done the right thing not naming them and taking it up with them yourself.

No. The point is that a minimum of 3 cards must be submitted as the first part of the handicap allocation process. The club can vary the handicap which the submitted cards suggest but would need to have extremely good reasons to do so. Your club is completely in the wrong if they allocated purely on the basis that you had had a society handicap of 16.

It was indeed an admin error. Just a case of crossed wires, I had put 16 on my application and then stated in interview that this was in actual fact not an official handicap.
have now been given a handicap based on the cards I put in. Now to get out on the course and try and work on bringing it down!
